Public Service & Administration Minister Ayanda Dlodlo in 2018 warned that the public sector wage bill could cripple the state as salaries for public servants make up 35% of government spending. Three years later, corruption, nepotism, and a bloated public service are still some of the thorny issues she will have to deal with as she returns to the portfolio from heading the State Security Department. Against this backdrop, the murder of Gauteng health official Babita Deokaran has raised concern about the silencing and intimidation of public servants who may want to blow the whistle on corruption.
