Comelec: Substitution rule may be ripe for some regulations | ANC

Rundown: The Commission on Elections admits it's about time amendments are made to the substitution rule. Comelec Director James Jimenez explains the substitution rule is there to empower political parties so they would not be left hanging in case their candidate backs out of the race. But he says it seems like individual candidates are taking advantage of this rule.
