Transport Secretary Grant Shapps told Kay Burley he was "furious" with anyone who broke the rules during lockdown, after it emerged that the Prime Minister marked his birthday in 2020 with a gathering in the Cabinet Room - when gathering indoors was restricted.
But he also said that the report from Sue Grey would decide on whether rules had been broken.
He also detailed the changes travellers will see from February 11 when they arrive in the UK.
